Answer: If the dimensions of the small pool are smaller than those of the tarp then I would suspect it would.

Answer: Yes. About every 20 inches. This tarp is very heavy duty, quite thick, and very worthy of your consideration. Certainly not the typical blue tarp material which is much thinner. Pictures show grommets.
